The oft-written about PEO STRI has a sources sought about to expire for a project estimated to have a value nearing $9 million. The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) is looking to award a follow-on contract for Digital Integration Lab (DIL) support.
According to the sources sought, the DIL provides a secure and centralized location for all PEO STRI programs to integrate with Army Battle Comman Systems (ABCS), as well as provides a critical risk reduction capability in preparation for formal Army Interoperability Certification (AIC) testing. Specific services to be provided include simulation-to-C4I Interoperability architect and project support, first line ABCS technical support and operator expertise, management of ABCS hardware and software as well as AIC testing capabilities.
During an interview with Military Training Technology, Dr. James Blake discussed the facility and some of its major accomplishments since its creation in 2001. “In another effort to ensure the Army is fielding simulations that are interoperable, network-centric and operational with C4ISR systems, we have taken the lead role in the Army’s Simulation-to-C4I Interoperability [SIMCI] Overarching Integrated Product Team [OIPT].” C4ISR, which stands for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance, is an area of great concern among government contractors.
The award and execution of this acquisition will be under STOC II, though the contract type has not yet been determined. It will be a five-year task order with one 12-month base period, followed by four 12-month options. If all periods are optioned, the resultant award is expected to be around $9.5 million.
Currently, Orlando-based COLSA Corp. has performed a range of work with the DIL, under the STOC I contract vehicle, which bodes well for another contract. To date, they’ve made around $7 million at the Digital Integration Lab. But, Booz Allen Hamilton has also shown interest in this project, so we shall see who can show the most bang for their buck.
